Tony Quinn
Co-Chair and Managing Partner
Tony is a founding member of Pulse Final Mile, overseeing the strategic direction of the company. Tony has been a leader in the logistics and final mile delivery space for almost 30 years. Over the course of his career, Tony has done everything from creating home delivery companies from the ground up to serving as the CEO of a multimodal international company that generated more than $1 billion in annual revenue. Tony’s extensive background and experience range from managing day-to-day operations and financials to building the long-term strategy of the companies. He has also worked with many major retailers, including Best Buy, Sears, and Lowe’s in the appliance industry, as well as Ashley Furniture and Williams-Sonoma in the furniture industry.
Looking to the future, Tony’s leadership will help guide Pulse Final Mile to become a leader in the final mile delivery space, where Pulse will indeed “deliver the difference” to its clients and consumers.
Jim Forman
Co-Chair and Managing Partner
Jim is a Managing Partner of Pulse Final Mile, overseeing the strategic direction of the company. He began his career as an operations manager with regional clients like Sit ’N Sleep, then advanced through the ranks from Regional Director to CEO of a final mile home delivery company that generated more than $250 million in annual revenue. Jim’s broad range of operational experience includes managing day-to-day operations and fostering relationships with retail partners. His corporate experience includes overseeing company financials and working closely with all department heads. With over 30 years of experience, Jim has partnered with some of the largest retailers, from Ashley Furniture and Living Spaces to Best Buy and Lowe’s.
As Pulse Final Mile continues to grow, Jim’s leadership will focus on the success of both the company and its clients, while ensuring the company culture is built on a core set of values that include relationships, communication, honesty, and transparency.
Rick King
CEO and Managing Partner
Rick is an experienced leader with 27 years of combined experience in the retail and final mile delivery industries. His background is extensive, including several key roles at Best Buy prior to joining DSI Logistics in 2019. Rick was a contributing architect of the Best Buy home delivery support model, which won the J.D. Power Award for excellence for five consecutive years.
In 2019, he joined DSI Logistics as Chief Operations Officer during a pivotal time in the company’s history. Rick’s expertise and insight into the synergy between retail and home delivery enabled him to help guide DSI through a change in ownership, all while maintaining the highest levels of service to its clients. During his tenure as COO, DSI increased its annual revenue by an impressive 100%, positioning the company for eventual acquisition by another major industry player.

Chris Belson, EVP of Operations
Chris has over 17 years of experience in retail and final-mile logistics, specializing in warehousing and cross-dock operations. With a unique perspective gained from working on both the client and provider sides, Chris has led teams serving national and regional retailers across the appliance, home furnishings, and in-home fitness industries. His expertise has enabled him to drive innovation while maintaining strong operational performance. Throughout his career, Chris has successfully launched multiple start-up accounts and led teams in customer support, cross-dock operations, and dedicated field operations.
In his most recent role as Regional Vice President of Operations at Pilot Last Mile, Chris played a key leadership role in driving operational excellence. Prior to joining Pilot Last Mile, he contributed significantly to DSI Logistics in 2020, where he held positions as Project Manager and Director of Operations. During his tenure, Chris successfully launched several start-up accounts and oversaw DSI's customer support, cross-dock, and dedicated field operations.

Travis Canga, VP of Operations
Travis Canga is a strategic and results-driven operations leader with over 20 years of experience in retail, multi-unit management, and final-mile logistics. Known for his ability to lead teams through change, Travis focuses on building high-performing, customer-centric operations that deliver consistent, exceptional service.
A significant portion of Travis’s career was spent at Best Buy, where he held a key leadership role within the Geek Squad in-home experience division. There, he was instrumental in shaping customer experience strategies and operational standards, working closely with internal teams and third-party logistics partners to strengthen service delivery and brand loyalty.
Travis is recognized for his ability to build trust, foster strong relationships, and align cross-functional teams around common goals. He brings a thoughtful, hands-on leadership style and a deep understanding of how to scale operations while keeping the customer at the center of every decision.

Michael Mendoza, VP of Operations
Mike is a seasoned final-mile logistics leader with over 20 years of industry experience. He began his career delivering appliances and worked his way into management, gaining firsthand knowledge of every stage of the delivery process. This experience has shaped his approach to building strong, lasting partnerships with carrier teams.
Throughout his career, Mike has collaborated with major retailers such as Lowe’s, Home Depot, Best Buy, and Restoration Hardware, showcasing his expertise in last-mile operations. He is committed to fostering a strong team culture and believes that success begins with genuine relationships. Mike’s hands-on leadership style ensures every partnership is built on trust, collaboration, and a shared commitment to excellence.

Maria Padilla, VP of Finance
Maria brings over 20 years of experience in the transportation industry, supporting a wide range of roles throughout her career. She began her journey with DSI Logistics in 2002 as the company’s Director of Accounting and Administration, where she oversaw the Finance department’s daily operations, including monthly financial reporting, carrier settlements, and accounts receivable and cash management.
Today, Maria is a proud advocate of financial transparency and ethical governance, while also contributing to other key areas of the company’s success.

Armando Chavez, VP of Information Technology
Armando has been in logistics and final-mile operations since 2003. He began his career in operations, holding nearly every role within the department before pivoting to his passion—Information Technology in 2011. With over 20 years of experience in logistics and last-mile delivery, he brings a unique perspective to senior management, seamlessly connecting the dots between operations and IT.
As Vice President of Information Technology at Pulse, Armando oversees the company’s IT infrastructure and leads the strategic direction for its software and call center solutions.

Lance Kramer, VP of Business Intelligence
Lance began his career in transportation in 2005, starting in asset-based full truckload (FTL) and less-than-truckload (LTL) operations before transitioning into nationwide home delivery and reverse logistics. Since 2010, he has focused exclusively on the final mile space, where he has held leadership roles across operations, finance, and business intelligence.
At Pulse, Lance has built the Business Intelligence function from the ground up, developing dynamic reporting tools, integrating multi-system data sources, and designing client-specific scorecards that track SLAs, service performance, and profitability. He has been instrumental in creating a unified source of truth across disparate TMS systems, enabling both executive-level insights and field-level accountability.
Lance brings a hands-on, data-driven approach to solving complex challenges. He partners closely with operational leaders to identify and act on performance trends. His work blends strategic vision with operational execution, powering the tools, dashboards, and metrics that drive client satisfaction and continuous improvement.

Brittany Garcia, Director of Compliance
Brittany has been in the final-mile delivery industry since 2009. She began her career at DSI as a Safety & Risk Coordinator, where she managed claims, tracked insurance and workers’ compensation, and oversaw the onboarding of field contractors.
Brittany later transitioned into Compliance, successfully building a new department from the ground up. Among her achievements were key process improvements, including converting paper-based contracts into digital forms that could be completed and signed electronically. Today, Brittany continues this work with Pulse, leveraging her experience—along with best-in-class systems and automation—to centralize and streamline the onboarding process for new contractors.

Bill Ross, Manager of Human Resources
Bill began his career in human resources in 2013 and has since gained extensive experience, including four years in the logistics industry. He brings a wealth of knowledge and expertise to his role, specializing in recruitment, compliance, and employee engagement. Bill is dedicated to fostering a positive and inclusive work culture that supports both employees and organizational growth.
